101 Dalmatians?

One of our neighbours has a dog walker for their Henry.  On a couple of occasions I have spotted Henry being delivered home in a car packed with others: in this case there were six largish dogs, all unrestrained in the vehicle while Henry was walked back to his house. All the dogs were well behaved, but....
We don't have laws about having animals restrained in cars in New Zealand, but I think we should... this looks perilous to me. 
Earlier in the week I spotted a small dog on a driver's lap (extra). I signalled that I wanted to take a picture and the driver agreed. She looked quite pleased....
