This is Reinaldo Miranda, aka The Windswept Man. The difference between him and all the other living statues in Liverpool is that Reinaldo actually has the ability to stay still for periods of time.

It was quite cool to see him in Liverpool this afternoon - he does this all over the world and judging by the number of coins in his tin, I should think it provides a decent living for him. Now, there's an idea.
