Not sure what exactly this is about but can have a good guess.

At the far end of the carpark at the village  'Steam Hall' event place, the tree, stone & plague are possibly for the person, Klaus, who restored the protected Steam Hall but was also a general nature friend. The plaque is from the local animal conversation and says " we'll manage it". I guess something Klaus always said.
