More snow, great grandsons, rant about rubbish.

The snow was thawing with the rain last night but then it was snowing again when we were going to bed. Woke up to another dump of snow this morning.
The photo is of my two great grandsons on their way to school this morning!
This morning I noticed the lid on our household waste bin was partly up despite it having been fully down last night when Terry put it out. Had a look on our CCTV and sure enough, an adult appeared from the top of our avenue accompanied by a small child and the adult was carrying a number of filled black bin bags. Dumped one in our bin and tried to ram the lid down but it wouldn't fully close then continued along the avenue dumping at least one more bag and disappearing from view for a couple of minutes at one house having seemingly gone down the path there - yet the bins were at the front near the pavement. The two of them then carried on along our avenue. 
I would like to find out where they live and take their rubbish back to them. 
Due to the weather, our bins have not been emptied and we had space in ours for more if needed but now we haven't and the lid is partially up letting damp in (it's been chucking down) so if the bins don't get emptied today (unlikely now) then unless they come tomorrow, we will end up having to go to the tip with our rubbish due to this selfish moron.
I haven't been out again today due to the snow on the pavements and paths but Terry has been a bit braver.
