Mystery woman (2)

I've noticed this statue a few times, on the wall of a building in Queen Charlotte Street in Edinburgh.

I've tried to track down her background, but all I've come up with so far is courtesy of The Royal Commission on the Ancient and Historical Monuments of Scotland: Female figure with arm outstretched, draped in a blue gown which is off her left shoulder.

I've no idea how much the taxpayer funds the Commission to state the bleedin' obvious.
