This is not a leaking gutter

Our neighbour is a bad neighbour.  This guttering has been leaking for years.  Now there is a large gap so all the water from their roof pours into the passageway between the houses. 
I texted her at the weekend with video evidence of the problem. As an absentee landlord, I think she's away catching some winter sun. 
Apparently because she paid someone to fix the guttering recently,  it can't be leaking. There's been no sign of any work being done.  
But, according to her,  this is non leaking guttering.  
So frustrating.
