Hibiscus?

I noticed it on my morning walk around the neighbourhood and passed it again on the scenic route to the bus stop. Also noted: the local French café has a two-hour aperitif hour from 4 ‘til 6 Wed to Sat. Two outdoor tables had arrived on the dot.
