So, Trump decided that Ukraine has to pay 10% tariffs now, for everything they might still manage to export to the USA. Just like every other country, even if there isn’t anyone actually living there. 

Every other country? No, there’s one big exemption: Russia. Trump‘s friend Putin and his oligarch cronies don’t have to pay a single ruble in tariffs for everything they (still) export to the USA…
