What IS he doing?

This is mum's garden gnome. Wherever I sit in the garden, whether it be under the shade of the gazebo, or lying on the sunlounger, I can see Mr Gnome, and he always looks distinctly dubious to me.

Either, he look's like he is taking a quick pee behind the cactus, or he's a peeping tom....
