Why Bother?

Councils in London are constantly encouraging households to reduce waste to landfill. We have separate wheelie bins to sort our rubbish into ecologically appropriate waste. Then you come across this.
The temptation is to say, "why bother, because the council can't be arsed to empty the bins anyway".
The bins have been like this for weeks. Will give the council a call because, maybe, they have forgotten they have recycling bins right next to the railway station entrance.
