Reduce. Reuse. Recycle?

Spotted this on the way back from school this morning.
There are only two reads I can take on this.....
1; (the happy one); Someone around here is doing well enough in this recession to be able to afford to abandon a practically brand new buggy for recycling.
2; (the not so happy one); there was once a child in this buggy, but has no more need of it.
Its a buggy in mint condition, would cost about three hundred euro.
Tuesdays always bring out the pessimist in me.
Can I change this blip later, if my mood changes?
