Rules. What rules?

I find our modern society full of rules that are a. unnecessary and b. unenforced with the result that many are ignored. Fundamentally rules are there (or should be there) for a good reason - self preservation or as an acknowledgement of other people's rights.

If this is regarded as a sound basis, and pettiness can be jettisoned, I believe that more people would respect the law and by-laws.
