Dubious Electrical Systems?

I have always thought that the UK electrical systems were somewhat better designed and more robust than American systems but I thought that maybe this was simply unfounded prejudice against American things on my part. However today whilst walking around Annapolis, Maryland, I saw this rather frightening arrangement of electrical wiring in a residential area. Not sure I would trust this when it rains!

First visit to Annapolis and I must say it's a lovely place thatg I'd like to go back to when I have more time.
