Parhelion or Sun Dog
Also called a 'Mock Sun'.
They can appear both sides of the sun at 22 degrees from it and at the same elevation.
They form when ice crystals form in a stable airmass and most of the ice crystals have a similar orientation. This usually occurs at high altitude in cirro-stratus cloud (as here)
The dark clouds are orographic in origin and remained in the same place most of the day.
{EDIT 4/2/2014}
On the right are the 'Sea Beams' described in Tuesday's blip.
