Mysterious rig

This rig was lurking around Blackfriars Bridge earlier this year, and now it's further east towards Waterloo Bridge. I wonder what it does?

At the moment, I work in the white building in the distance with the clock on the top three days a week. It's a great location. I like walking along the north bank of the Thames or across Waterloo Bridge to work, especially when the sun is shining.
