The Trolley Paek

Well, no it's not, but why oh why do folk steal these and dump them, if used to get messages home, take it back, or at least close bye. I know, what about an amnesty area around large supermarkets where folk can dump them, maybe even others would return some body else's, not getting the blame.
This poor one is not only unceremoniously dumped, it is dumped upside down at the bottom of a hill.
