British Neighbourhood Etiquette

In Britain, no matter where you are, from Brighton to Inverness, from Glasgow to Edinburgh - most houses have these impale-thy-neighbour-fences in the front. I actually impaled myself (or rather my jacket) in York a few weeks ago, so I thought I might dedicate them a picture.
