Wh0 Governs France?

This is a stenciled statement on the sidewalk just outside the small Carrefour supermarket where we shop. The circular grate at the left protects a small tree.

It's obviously topical, since the second round of municipal elections took place on Sunday, three days ago. The Socialists led by president François Hollande lost badly, and the very right-wing National Front gained substantially--all worrisome from my perspective. I'll leave further comment to others.
