Who is this man and why is he here?

I'm frustrated!

I spotted this intriguing sculpture above the door to 210 Piccadilly, one of the Crown Estates redevelopments, but I'm blowed if I can find out who he is or why he's here.

One of the buildings in the tableau is City Hall which was designed by Norman Foster. Is this Norman? The other looks like Temple Bar with which, as far as I know, he had no part to play.

It's a mystery.
