Goth almighty (Women in Black II)

Street entertainers are making an appearance again in the High Street now that there are enough tourists around to make it worthwhile . These two weren't the main attraction, merely onlookers. Perhaps someone can tell me what this dress style is exactly.

I feel I'm wide of the mark just labelling it as Goth, it can't be as black and white as that surely.
