Sugar Spills for @AbsentVoices ?

Snapped this sight while out walking with the dog (almost) first thing this morning at a local nature reserve.
Why were there lots of little sugar sachets lying abandoned near a cairn?
I took the picture with the idea that I should share with artists from the Greenock-based Absent Voices project, which is telling the creative story of Inverclyde's once mighty sugar industry.
But it's been a busy day and I've only just looked brought the camera roll.
