A local vagrant

We have a local vagrant who occasionally falls foul of the local sheriffs by "ravaging" residents' gardens. Even the NSPCA cannot find a home for him so he is doomed to wander the streets all alone scratching in the dirt for food.

Are peacocks protected the same way swans are? Not that I would dream of eating him. Really, I wouldn't.
