You've been Tango'd

Went to visit a friend this afternoon ,who lives on a busy main road . I saw this beach type buggy pulling up to the traffic lights. I don't know what it was, but I know i liked it .Oh, to be young again. I think he knew i was taken this photo, ,and he was enjoying the attention.
The vehicle was on L plates, and the young guy seemed to be revving it to get forward motion. . I think it was an automatic.
Anybody got an idea what it is ?
