WHO AM IT?

I noticed this odd little fellow climbing on a black-eyed Susan today – I’ve never seen anything like it. It appears to be almost embryonic, yet the cluster of brown on its back reminds me of a protective turtle-like shell. The legs definitely don’t look like any insect legs I’ve ever seen. Since it looks somewhat like a frog, I’d say it might be amphibious, yet it seems to have wings – and the wings end in the same brown patches that are on its back. Underneath the wings I think there’s a body similar to a butterfly body. It’s quite tiny – less than an inch long. I couldn’t find anything even close to this in my insect identification book. Any ideas?
