Locked and Blocked And Not That Helpful

I try and buy a treadmill and it says "card locked", so I call in at the branch who check and say the card is fine, so I try and buy an airline ticket and again it says "card locked" so I telephone the bank they say again that the card is fine.

Tonight I try and book a hotel room and the transaction is declined "card locked".

Frustrating!
