Sad Chevvy

I am not a car "buff" but I first spotted this attractive Chevrolet bearing California Diplomat plates at least six months ago - dumped rather sadly by the roadside in Stapleford.
It has two rear wheel punctures, so that the bodywork is actually resting on the tarmac, which is no doubt likely to hasten its deterioration.
Beats me how someone could go to the trouble of importing or purchasing an iconic set of wheels and then neglect it so.
The windscreen says "Midwest ProHopper 866 HYDROS 1".
Any ideas or suggestions?
