Derelict Thursday, Non Commissioned

My entry in the Derelict Thursday Challenge,thank you Sarumstroller for organising this Challenge. This is the inside of a Non Commissioned Water Reservoir,built by the local Council many years ago at a huge cost to the towns Rate Payers. Never commissioned now sitting on top of a hill Derelict and I wonder if any Rate Payers ever new or even questioned such a huge squandering of money.
