It's interesting that the most common definition of derelict, when used as an adjective, involves neglect, the implication being that the owner wilfully allowed their property to decay. Perhaps there should be a word that encompasses all the situations when the owner has no control whatsoever.............although, in this case, maybe they should have used longer screws.
