False Threat

There is a youth centre being rebuilt next to the skate park in the park over the road from home. They have kept two of the walls, presumably to retain the graffiti in the new building.
The picture represents a false threat of the (unseen) skaters and the graffiti. Plus the picture misrepresents what is going on- they are retaining the wall, not locking people out from it.
