It doesn't happen here

I thought it was interesting that in the world of cols, pastures, heidi houses etc that people still graffiti like this on walls. Most people would think that it is just in urban places, "cos they have nothing to do" but I guess either a) there's even less to do here or b) people always write on walls or c)both a and c?
