hideously overwrought

I know this concrete monstrosity has appeared before, but it is such a blott on the landscape here in Chateau Renault and dwarfs the typically french townhouse, that is really rather beautiful. But most of this water tower seems to be over elaborate and unnecessary, with some sort of twisted design statement going on. No sorry, it it simply ugly, but such a scale makes it interesting in a car crash sort of way.
