Good base line?

85% of the seven million people that live in rural Senegal lack access to electricity. This sound system and generator were brought in to this rural village specially for the World Food Day awareness raising event.

Bad news is, instead of investment in better solar energy, with proper maintainence, a new diesel power plant outside Dakar is being built, increasing Senegal's dependence on oil imports and threatening air quality in the capital. Oh, and it will be using cheap fuels (banned in Western countries for environmental reasons) to produce power at cost-effective prices.
