Christmas lights?

Saw these lights as I was leaving work, they look really Christmassy and brighten up the stretch of road - not sure if this is stage 1 with more Christmas lights to go up as the lights only seem to be on every other lamp-post at the moment and it is a long road.

I took a few photos from different angles, but I liked this one best, as it's got a strange light 'halo'. No doubt there's a technical word for that plus a whole lot of physics to explain it but I haven't got any 'ologies so I don't know how or why - I just think it's pretty!
