Pranks or drugs?

I've heard it said that shoes hanging over a telephone wire like this is a sign that drugs are available to buy in the vicinity.

I'm not sure if it's true or not but when I saw them my first thought was not "Oh good, I can buy drugs here" but more "Oh good, that's my Blip for today!".
