Harold Wilson statue Huyton

Born James Harold Wilson in Huddersfield Yorkshire in March 1916, he was elected in July 1945 as MP for Ormskirk Lancashire representing Labour.
Later to become the leader of the Labour party.
Later he represented Huyton and eventually became PM in 1964-1970 and again 1974-1976.
He contested 5 general elections and won 4; he was made Baron Wilson of Rievaulx (where's that I wonder?) and died in London 24th May 1995.

Huyton is no longer a constituency being swallowed up in the boundary changes at the beginning of 1970 and is now part of Knowsley which is more commonly known for The Knowsley Safari Park, not too far where I live.

As to why the KBC have put the half railings around the statue is beyond me as far as I can see they serve no purpose at all!
