form and function "Outflow"

This is the newest art installation on the Calgary bike path http://metronews.ca/news/calgary/1410535/art-installation-at-calgarys-parkdale-plaza-aims-to-educate/
Located at Parkdale Plaza it is meant to function as a stormwater drain and in its form, remind us all of our dependence on water and relationship with the Bow River. 
Can't say I was blow away by it, but it may grow on me as I cycle past it over the next few months.
