Street lights

There is no light switch for the lights in the stairwell to our flat in Edinburgh. It was a mystery. Where is the timer? They come on and go off automatically.  It turns out that the stairwell lights are connected to the street lights and Edinburgh Council pays the electricity. Bizarre.
