Sceliphron curvatum
These "things" are nests of a the Asian mud-dauber wasp, of course an invasive animal here in Europe.
We found them some time ago on our top balcony exactly as you see them here.
Interesting fact: each nest is filled with paralysed spiders, serving as food for the larvae.
