Road Sweeper…

… with a big posh machine. But it doesn’t seem to be having any effect; there’s more litter behind him than the rest of the arcade which he hasn’t swept. Presumably he doesn’t get paid by the weight of rubbish he collects!
Or is it just a big motor driven zimmer frame?
