Can You figure It Out?

Can you guess where this was taken, and what the figure is doing? You'd probably have to be a Dubliner, or someone familiar with the city. No great mystery, an utterly pedestrian place and activity.

I met a young woman nearby, with her mother, taking their dog for a walk. We got talking because I gave her the parking chit I'd paid for, as I was heading home. She was a dancing teacher and asked if I'd interested in photographing dancers. An interesting idea, so I said yes and we exchanged numbers.
