Opened in 1999 by Alan Howarth MP and Minister for the Arts, with funding from the Department for Culture, Media and Sport and the Wolfson Public Library Challenge Fund, now threatened with closure 10/11.

The budget decisions are the responsibility of the Mayor. Mayor Joe Anderson. Another irony: in 2013/14 he launched an initiative to make Liverpool a City of Readers.
