Torside Reservoir is brim full

It looks like they are moving water around the chain of reservoirs in Longdendale.  The recent work on the Torside Dam wall seems incomplete as scaffolding is still in place on the face of the dam.  There also appear to be lines of (my guess) sensors in place. 

I wonder if the earth has been moving ?
